CAISO Cluster 16 PPG Selection Criteria
Commercial Interest Points (CIP) evaluation framework for Cluster 16 interconnection requests
Introduction
Pilot Power Group ("PPG") is requesting proposals for long-term, California Renewables Portfolio Standard ("RPS") eligible energy supply and/or capacity from projects looking to participate in the California Independent System Operator ("CAISO") Interconnection Process Queue Cluster 16 ("C16") process receive Commercial Interest Points ("CIP").
Determining Factors
Determining factors in Pilot's Commercial Interest Points for Cluster 16 are, in no particular order:
- Project location
- Technology
- Project viability / developmental risks
- Pilot portfolio fit
- Respondent's relevant experience
Project Location
Pilot will consider any projects for any eligible resource whose point of interconnection is within CAISO or directly connected to and delivering into CAISO.
Technology
Pilot will consider all technologies, but will place preference on solar, energy storage, or paired projects.
Project Viability / Developmental Risks
Respondent shall provide for each project information regarding current progress toward, and timeline for achievement of, the following developmental milestones: site control, permitting, and interconnection.
Respondent shall provide any anticipated project differentiators, permitting and site control progress to date, environmental risk factors and fire safety, and other project siting considerations.
Respondent shall indicate their self-scoring submitted or to be submitted to CAISO under each point category. Respondent shall also indicate their requested CIP from Pilot.
Pilot Portfolio Fit
Pilot will take into consideration how project/offtake size as well as generation profile fits into Pilot's existing portfolio.
Respondent's Relevant Experience
Respondent shall provide experience developing similarly sized and scoped projects and working within the CAISO interconnection process.
